"The "Blue Envelope Program" in San Diego is a voluntary initiative designed to enhance communication between law enforcement and individuals with conditions or disabilities like autism, dementia, or anxiety. It provides a way for individuals to discreetly inform law enforcement about their needs during an interaction, potentially reducing misunderstandings (Law enforcement website).

The grant funds will be used for community mental health education outreach and registration of willing participants into the "Blue Envelope Program" in poorly served San Diego areas.
